inmate custody status:unsupervised

How can the system show someone as being in custody in county jail, but they are walking the streets and going about their business as usual, their custody status on Vinelink is displayed as ''unsupervised custody'' . What exactly does that mean?

I strongly suspect the inmate is on electronic monitoring/house arrest. Technically still in custody but not quite in county jail.
