Legal Question

My brother lives in NC with our mother he has been designated her guardian by the state for medical reasons. She suffered a stroke and is unable to speak, walk or use her right arm, her mental faculties are fine.The rest of her family lives in NYC and would like to move our mother to NYC. How do we go about removing our brother as guardian of our mother?
