Legal Question

I have a case before a New York City court where I had to pay a family $1000, to clear my part of the adjuged damages against me and $3000 by US CUstoms, in New York Now my Foreign lawyer, who is in New York has told me I need a case desmiised certivicate. I have never head of such a certivicate, before. Is this for real?
