Legal Question

I am a U.S citizen my girlfriend is visiting from Mexico on a tourist visa. We want to get married while she is here. What are the legal requirements for me to marry a foreign national. Can we get married then apply for her as a resident? Or do we have to apply to U.S and Mexican Immigration Depts ? Thank You.
