It is well settled law case against the lower court can be filed in the higher court/authority. The body of the question is not clear. The post of Assistant Commissioner is junior to the post of Deputy Commissioner. Complaint can be filed against the Asstt Commissioner to the Deputy Commissioner. For information can be supplied only after the facts and dispute involved in this case.

In the case of cheque bounce, imprisonment can be imposed. Itis very much clear in the section 130 of the Negotiable Act as the criminal proceedings can be initiated in the case of cheque bouncement under the provisions of Negotiable Instruments Act. However, this office is compoundable and the same has been held by the Hon'ble Supreme Court in its recent judgment.
