Legal Question

My landlord has installed coin operated laundry machines hooking them up to my utilities...Currently the building does not have seperate utilities for the owner...They have allowed other tenants to use the washer & dryer...Keep in mind bith machines are hooked up to my utilities...What can I do to get restitution for my utility bills..
