First, read the existing rules - if they indicate that all pets must be on leashes and/or under control of their owner, then the park owner already has the right to do this. Alternatively, if he is changing the formal rules, this probably doesn't comply with the requirements of the Code, but all he has to do is comply with those rules, and he can trap and remove animals wandering in the park not under control.
