Whether your partner can return to the UK or not depends on what circumstances he left under i.e. whether he was legal when he was in the UK and left voluntarily or whether he was illegal and was removed etc.

In terms of you entering into a civil partnership, this is possible, but if he were to enter the UK with the aim of doing so, he would need to apply for the correct visa for this and then later extend his visa once within the UK.
