Legal Question

I received a paper from florida that said 21 yrs. ago I was overpaid food stamps and they want me to repay. I agreed, it was a small amount, $855. Next papers arrive and they now say I owe over 3000$ What can I do. I live in PA. now for 21 years. I have heard nothing on this till now and I moved from FL. 3/90.
