Legal Question

Domicile certificate

I and my Wife from Karnataka but staying in Mumbai since 1988. My son born in Mumbai in Dec 1989. Not he is in 1st Engg. College (in Mumbai) where the College authorities ask for Domicile certificate. Please advise how to get this certificate and from where?
