Legal Question in Administrative Law in United Kingdom

hi i need to find out when any eu person or worker start working in uk and he need to go thru the disclosure check but he don't have the history in uk he have the good working history in other eu countries so what law going on him he able to get the disclosure or not but his employe company from uk they gaving him full cooperation on there letter head and also he have the registered address in uk and he the letter from his state agent too also he have his eu passport and previous employment reference my qustion was do he able to clear the scotland yard disclosure
