Legal Question in Administrative Law in India

A person who is working in a private ltd company have the surname X. He is also giving his voluntary services in other private organisation with the surname Y.

His all legal documents like PAN card, voter card have X surname but if required, the second organisation will issue him a certificate with Y surname. This means a man has two different legal surnames ! Is this legally OK or fraud ?

Dear Sir / Madam,

It is fraudulent for a male to have two surnames. A female too should have only one surname, except in the event of her marriage for the interim period of transition for change of her maiden name to her husband's name / surname. The organization issuing him / her the certificate is also at fault since it has to rely on documentary evidence provided to the Company at the time of joining the organization, and make the necessary amends as specified above accordingly.
