Legal Question

My son 17 yrs US national with PIO card i.e. person of Indian origin card issued but Indian Govt. (both parents having Indian Passport) staying in Mumbai India since age of 6 months and entire education in Mumbai.Is he eligible for Maharashtra Domicile. What is the procedure?
