Legal Question in Administrative Law in India

I was working as a post graduate teacher under central govt.I came to know through RTI that a junior got promoted as vise principal in 2004 and principal in 2007. wrote to authority,no reply,went to court in 2010,now in 2016 there is a chance I may get two promotions after retirement in 2013.If I win the case ,I want to file defamation case after that against the authorities .Why this blunder was committed. by the authorities?.I had to suffer a lot .I could join some school as principal if I had retired as principal. promotion of post graduate teacher was given by the department with the order of high court.This is the second time I have to go court for promotion
