The question appears to be whether or not a law enforcement agency may legally serve process from Mexico upon a Texas resident within the State of Texas? Answer: Yes, of course. Serving documents does not mean the agency is putting its stamp of approval on the papers - the agency does not sit in judgment of the legality of the papers - that will be up to the courts.
