Dear Sir / Madam,

If you are the title owner of the land, you can get a certified copy of the title deeds from the Tehsidar / District Registrar. But if you just have usage or tilling rights and you are not the owner of the land, but the owner of the land is some other person, the Tehsildar / District Registrar is right in refusing to give the property tax receipt in your name. You will need an No Objection Certificate (NOC) from the land owner to proceed further.

Regards,
