Legal Question in Civil Rights Law in India

Sir, This is apropos my question regarding copy of letter submitted by the other side and Advocate Mr Prashant's anser vide secret key no. UYNc2TZzA2. The SI is maintaining now that copy of other side's submission can be given only if I file a petition with Commissioner's office affixing Rs 10 court fee stamp. My question is am I not entitled to a copy of the statement made by the opponent party under a registered CSR No 212? Is it necessary to go through a cumbersome procedure of submitting an application to Commissioner for this? The police official maintained the same even after I showed the reply by Advocate Mr Prashant. I am writing this to you since I could not reach the advocate via his email Id [email protected] Could you pl clarify?
