Legal Question in Civil Rights Law in India

Hi, I am a student from Gujarat state belonging to Muslim - Julaya caste which falls under the central list of OBC provided by the central government. However, when I applied for the OBC certificate to the gujarat seva sadan office, I was refused to provide the same by the officer in charge citing reasons that Julaya caste has been removed from the OBC category in 2005 even though I could not find any gazzette released by the central government which confirms this. Please let me know what shall be my further course of action in order to get the caste certificate. Also for further background, this link might be helpful.

Dear Sir / Madam,

Caste discrimination of any nature or form is illegal and a criminal offence. And caste differentiation has been abolished since 1995.
