Legal Question in Technology Law in Pakistan

My question is that a neighbor of my cousin put a false allegation on my cousin and files complaint against him in FIA Cyber Crime that he threat him through Facebook or other internet links because of personal jealousy and fight. After that FIA cyber crime circle Karachi arrest my cousin and cease his computer and laptop, after interrogate him they release him after 4 hours and no FIR lodge against him. Now its 3 years gone and now my cousin neighbor again heras him that he is again going to give application to re open the case without any reason just because of personal anger or jealousy. My question is that now its 3 years gone and no FIR lodge against my cousin before 3 years so that case can be re open or not so my cousin get peace of mind

FIA will not entertain his second application. Even if he managed to lodge an fir , the delay you mentioned would be fatal for him.
