Magistrate Courts

In Madras the Judges who sit as Metropolitan Magistrates are classified as civil judges Senior division or Junior divisions. Invariably they sit over to decide on offences committed under IPC rules. The punishments they render are under Cr.p.c rules. In this scenario are the Metropolitan Magistrate courts are civil courts or criminal courts?
