Legal Question in Consumer Law in India

I went to ATM and made a transaction of 1000rs but got the message of deduction of rs 21000 rs ie 20000 rs were debited without my knowledge. I complained at the bank and I got my card blocked. After 2 weeks, the bank told me that the transaction was made and could not give me rs 20000. But when i asked for cctv clippings or footage, it could not provide me the clippings at the time of transaction as the cctv was not working. Should bank be blamed for this transaction, if yes then how much amount should i ask for the compensation?

I have already complained at the police station and with bank manager.

I also got to know that i should go to customer forum. But before going there should i send a legal notice to the bank ? I am a student and don't want to do further unnecessary expenses. Please suggest me that can i go to customer forum directly or should i send a notice first?

there is a ombudsman in the bank complain to them. if that doesnt work send a legal notice. they can account for the money put in the particular ATM and the amount withdrawn. Issue is not complicated they dont want to work on it.
