Legal Question in Consumer Law in India

I have booked two bed room flat in the top floor with a schedule completion period of 12 months. Entered into two agreements.Agreement to sell undivided land 434 sft - Rs.8.59 Lakhs, agreement to build Rs.11.76 Lakhs . Total cost Rs. 20.36lakhs .

Builder converted the above flat into 3 bed room duplex flat and asking double the cost. Requested him to charge for additional constructed area only. Builder is not agreeing for above proposal and not responding. Payment made 85 percent as per two bed room schedule. Builder offered Rs.6.5 Lakhs. What is to be done. Approval for the above change is expected from bbump, bangalore shortly.

Dear Sir / Madam,

You should rely on the originally approved building plans by the Karnataka Municipal Corporation (KMC), If the Builder has violated norms, you are not to be held accountable and responsible in any way. At most, you can pay pro-rata if the revised construction is approved by the KMC.
