You can file your case, but you have a first option. You can get help from Mexican Federal Consumer's Attorney (Procuraduría Federal del Consumidor) and if you have copy of your contract, you can contact and explain your case (available on english language too). If they can't help you, you can file your case in a local Civil Court.

If you have a valid contract you can sue the hotel for those $2500 USD, but you will have to hire a local attorney to do this for you. Depending on the jurisdiction, you will either have the opportunity to go through small claims court (Juzgados de Paz Civil) or ordinary first instance courts.
