Legal Question in Consumer Law in India

Sir,

I hired one photographer for my wedding event in Nov-Dec 2013. I finalized him on email conversation where he quoted 75 K for covering Engagement and wedding events. We did not sign any agreement paper to invite him for photography. I paid 45 K in advance through net banking transfer. I have been waiting for photos/albums since our wedding. Now we are not able to contact him since 4 months because he changed his contact number and email details. He is not ready to pick call or reply emails. We are living in Bangalore and his office is in Nagpur. We came to know that there are so many who got cheated by him and waiting for deliverable(Photos/Album). He is doing other assignments without completing old one. Could you please tell us how can we send him legal notice ?

Lodging an FIR in the local Police Station is advisable and recommended.
