Legal Question in Criminal Law in India

Dear Sir,

I want to know if I can lodge a FIR from India (Delhi or Gurgaon) to report a crime that happened in another country (Thailand). Actually, My wallet was stolen on 21st of June 2013 while I was on vacation in Phuket (Thailand). It has all my credit and debit cards a lot of cash and other important documents. All my bank balance was also illegally withdrawn from my accounts as my debit cards were also stolen (HDFC and ICICI). When I approached the respective banks, I was told that the would need a copy of FIR and a request letter to further process my complaint. As I had reported the crime in the local police station (phuket) but failed to lodge a FIR, Is there anyway i can lodge a FIR here in India (I also contacted a police station in gurgaon and the concerned person refused to lodge a FIR as the crime happened in another country) If yes, HOW? If no. can I lodge a FIR online with the Thai Police? can i go back to phuket to lodge a FIR? What options do i have?

Your suggestions and information would be highly appreciated.

no you have to lodge this FIR in Phuket only.

If any money has been illegally withdrawn from your account in India by misuse of your card, you can lodge FIR at any place, including the place where your account was opened.
