It's always the cocaine people who call you up and tell you how poor they are. I have no idea what the law is in the Dominican Republic, whether $1500 will get to your friend, or whether it will buy him legal representation, or soap.

Whether or not you buy the story ultimately depends on how good of a friend he is.

You should talk to someone who knows the law in the Dominican Republic. Jurisdictions often do allow the prosecutor only a certain amount of time ofter arrest in which to file the case for certain crimes. It depends entirely on the laws of the country/state. Of course, that says nothing about the specific situation of your friend.
