Transferring money to US and possible Internet Scam

I have a question about someone who is trying to have money transfered into my account here in the US from Nigeria. Also they want me to send 5000 dollars so they can send me 21 Milllion. Ya right.. Well I just want to know what the laws are and who I should contact.
