Legal Question in Criminal Law in India

I want to ask about twin murder case in a small village in India. The situation happened like this, two group of two political parties started fighting during panchayat election, at night when power was cut, in the fighting group some one throwed chilli powder and when the blind persons swing the weapons two- three persons were severly injured by sharp weapons which they were holding and later two of them died, Is that murder considered, and the families of victim has given complaint over the opposite political party persons, who were not present at spot during the incident. And the police has arrested innocent persons who were present in their home, and telling they would leave all of them if you tell the real culprit and show us the real culprit. What is the solution for those innocent persons.? what if the police make an FIR against the innocents and bring infront of the court.

if till today fir is not register and persons illegally detain by the police then move an application of Habeas Corpus for the release of said persons before Hon'ble High Court file and move application for fair inquiry
