I am a minor (aged 16). I wish to start a freelance service of design over the internet. Is it possible?

Paypal is for majors; whereas I am not. If I put it in my Guardians name, he can be taxed, is it not? How can be avoid that. I have learnt that earnings of Minors cannot be taxed. What can be done to ensure this. Is there any License required to start this?
