Legal Question in Family Law in Pakistan

AoA,
My wife left my home with her brothers making a huge quarrel here and took her clothes and things with her in a suitcase.... There are many witness to this event including people from our locality.... After a few months she filed a suit for recovery of her past and future maintenance allowance and as a result I filed a suit for "Restitution of Conjugal Rights" on her.... Now almost 8 months have passed and case is still hanging without any major progress... And the way it is moving, I think it may take another 1.5 year to reach on any result.... And she has not been living with me for more than 1.5 years...
Now if I want to do second marriage, can I get permission to do it easily? And from where? Union Council or Court? And shall I have to file another case for second marriage permission? And will it affect my "Restitution of Conjugal Rights" case? I'll be glad if anyone can answer as my current lawyer cannot give me any clear answer to it...!
