Legal Question in Family Law in Pakistan

my daughter was divorced in mar 2013 through a divorce deed of notary public. her husband told her that this was from a court. It was stated in the document that " he will keep children(four females) and the mother will have the right to meet and see them as an when she wants without interruption/objection from the husband ".
This he started violating for the last couple of months and has stopped sending children nor responding to cell calls.
Can a case for custody be placed, and will she be given maintenance as well through the same case?
