Legal Question in Family Law in India

Dear madam/sir. I am resident of Delhi. My contested divorce case is being dragged in Moradabad court unnecessarily due to small things as judge absent, lawyers' strike, etc. My query is:

a) Can the case be brought to Delhi?

b) My wife is absent in last 3 hearings. Can she be penalised?

Kindly advise.

a) since you are husband, transfer is difficult.

b) if her lawyer is appearing then no penalty.
