Legal Question in Family Law in Pakistan

Dear Sir,
Please let me know that what is the difference between a maintenance decree issued by competent court and maintenance certificate issued by district council? Do both have same value/same execution or same punishment in the eyes of law? I heard that in maintenance case, punishment can only be given with court decree and maintenance certificate issued by district council has no power to punish in imprisonment? I mean I heard that district councils (termed as re-conciliation councils) has got no power to seize the property or to put husband behind the bars until a proper maintenance decree is issued by family court. Is it true?

maintenance certificate can be enforced through arrears of land..

even otherwise, that certificate would be helpful in maintenance proceedings.
