Legal Question in Family Law in India

My elder sister is being abused by her husband, he treats her very violently, beats her and emotionally and physically abuses her. they have two children both under the age of 5. They are indian but they live in Qatar,
she wishes to come back to us and wanst to know if she can apply for a restraining/ protection order against him.
If so then how ?? please help this is a matter of urgency.

yes she can file a complain in India itself ..........

before coming she need to file a complain in Indian Embassy in qutar as well in Indian ...
