Family dispute (wife vs husband)

My sister filed a case u. sec 498a/323/506 against her husband 8 months ago on 23.12.12.� He got bail but nobody was there for surity.� So, he was in jail for 3 months.� He pleaded us many times and promised us that he'd change. Upon many requests, my sister & I accepted for his release before the magistrate. The magistrate himself stood surity for him & released him 3 months ago under some conditions.

The conditions are:

1. He should not drink alcohol & torture my sister in any manner.

2. He should not come to my sister's house.

3. He should not talk about her with anyone anywhere in any manner.

He pretended to be good for only a few days and he started torturing my sister by abusing & beating severely after consuming alcohol.

When she was beaten severely one month ago, she complained in the local PS. But the ASI, without registering the complaint, made a settlement by taking money from my in-law. He didn't even arrange for any medical treatment despite many requests from my sister while she was bleeding. He took a written statement from my in- law on a normal paper stating that he would not interfere in her life. He also quoted that it could be assumed as a divorce paper from then onwards. The worst & funny thing is that it was dictated by the ASI. Later, my sister herself consulted a doctor nearby & took treatment for bleeding eye & neck. I was informed this incident very late and as I was away from home, I could not sort or manage this the way I wished and moreover I didn't get proper legal aid from anyone.

Now I'm here before you requesting earnestly for your valuable legal advice.

1. How can I make the previous 1-month-old incident be registered in the local PS?

2. If not in PS, can I file it privately in the court directly?

3. Advise me how to teach a lesson to ASI. Can I get any support from the magistrate against ASI?

4. Is the prescription from a local doctor valid or supportive to prove manhandling by my in-law.

5. I've the recorded voice evidence of my in-law while he was abusing. Is that valid & can I produce this in the court as an evidence?!

Please help us in solving this issue.
