Wife and husband both US citizens. Divorce is going on in US, but can wife file 498a and DV case in india for harrasment? Wife lives here also.

Technically yes, but practically no.

Indian courts' order cannot be enforced in USA, as this is a local act, and geographical boundary wise the act operates only within the territory of India.
