Yes, however you should keep a few things in mind. A tourist visa is a specific intent visa, only for temporary visits. This means that someone entering the country on a tourist visa is not supposed to enter with the intent to immigrate. Now, it does happen where someone may have the correct non-immigrant intent when they enter, but due to chance or circumstance, they fall in love and/or decide to get married after entering the United States. This is accepted as long as the marriage is proven to be in good faith.

Yes you can get married with her. But she has to go back within the specified limit of visit visa she has. Then she can apply for immigration on the bases of her marriage contract with you from her native country. It is better if you visit her country and you both get married there because that way the process will be bit simpler for your both.

Yes, but USCIS may question her original temporary intent. Under these circumstances, work with an immigration attorney to prepare the appropriate documents. An attorney will understand the complications, and make the process less difficult.
