Legal Question in Intellectual Property in India

one of my friend purchase mhada flat from builder/developer. They paid 100% agreed amount to the builder. after paying the amount the builder havnt transfer ownership. They are living almost more than 13 years in the same flat. Even paying society maintaince from their own bank account. sir what to do to get the flat transfer on my friend's name legally.

1) Why waited for 13 years without insisting on Registration.

2) File specific performance suit to register.
