Legal Question in Employment Law in Pakistan

I just wanted to know that when an inquiry officer conducts an inquiry against any employee and lets assume that rightly or wrongly he found out that employee is guilty then what will be the next step can he him self terminate the employee as an inquiry officer or he will send his recommendations and inquiry report to concerned aurthorithy,

or whether inquiry officer has the right to terminate the employee
