Legal Question in Landlord & Tenant Law in India

We have a 90 sq.ft. commersial space at masjid bunder in central mumbai. Rent receipts are on my fathers name and he expired 5 years back . we are 6 brothers and 3 sisters and i have given them thier share of money and they have given me their NOC which is notorised . Now i want to sell my property at 40 lakh and offered my landlord 40% of it i.e 16. But she is not ready to do the tranfer by giving a silly excuse that "This is a fake price and market value of your property is only 18 lakhs, so i wil buy it and give you your 60% i.e. 10.8 lakhs"........ so what can i do.....

1) U say u want to sell ur property. R u the landlord or tenant not clear.

2) If u want to buy, u hv to offer a little higher price than the prevailing market price.

3) As a tenant, u cannot force the landlord to sell his property.
