landlord hrasment

i have only shop on rent in s.c.f -58 sec 47/d chandigarh my landlord annuly chargerd propertey tax from me & now he got govt notice for fire protection then he is asking me 15000 rs for making fire protection system in his building .i have only shop on rent nt full building on rent what should i do sir please guide me its humble request to u
