Legal Question in Landlord & Tenant Law in Pakistan

Is there any law for tenant in terms of water. My landlord has the water motor in his premises and only switches it on when he needs the water. We live on first floor while landlord lives on ground floor. The shortage of water is felt on first floor first then on ground floor. Recently, my landlord and his family went out of city, without informing us and or allowing us to operate the water motor, they came back three days later and in those three days we had extreme shortage of water as taps ran out of water and we couldn't enter their premises to switch the motor as it was locked. I need to know is there a legal way to deal with this problem as these days my father is out of city and the landlord and his son are extremely ill bred who don't have filler in their mouth to abandon the foul language so we mother doesn't says anything as they would misbehave with her.

Due to shortage of water my father has even paid completely for the water tanker that was Rs.2000/- each as in the span of 2 weeks 2 water tankers have been called yet they still don't switch water motor for the required time span. The reason that they give for not switching motor for more than 10 minutes is that their tank has leakage problem but when they themselves find extensive need of water then exceed the motor timings upto 20+ min. Question here is what happens to their leakage problem then and even if their is a problem then fix it up.
