This should be a decision taken by the building's general committee, in one of its legally held meetings! Which means, all residents were legally notified in writing of the agenda & duly signed their approval that certain specified works are to be conducted according to certain standards at a determined cost! However, it's not! & all you have is a verbal agreement in which a person is appointed to supervise some undefinied works at a questionable cost?!

Having said that, unless you have a problem with the intial payment-which you already settled- in comparison to the works conducted, it is his responsibility to prove any additional costs that he incurred to claim any further payments & that the works fulfilled are as per the requirements agreed upon.

The rest -his meaningless threats- is merely talk which should be ignored & discarded unless it takes a more aggressive form, then you can always report it!
