Legal Question in Landlord & Tenant Law in India

am from Raipur Chhattisgarh, My two shops are give on rent from 1968, both party pays rent by cheque, after my grand fathers death new agreement with old terms we signed between my father and both party separately, in new agreement time is not mentioned (like 11 month) from last 4 years they have not opened shop, no electricity meter, no gumasta license, no work in this shop has been done by them. how can i get both shops back from them and what time frame, i should see. rent is just 1250.00 per month compared to market rate its very low.

1) For the last 4 years what r u doing?

2) Find their whereabouts and lodge police complaint.

3) Publish Notice in leading local newspapers one in vernacular and

another in English and break-open shops under panchanama.

4) Discuss with a local experienced lawyer of repute and act without

further delay.
