Legal Question in Landlord & Tenant Law in India

I am staying in a rented (pagdi) house (90 tenants) in Mumbai for the last 50 years. The owner sold the land in 1980 and they have developed part of the land (5 building of 120 flats) through the developers and remaining part which is occupied 90 tenants is not developed.

The society has given a power of attorney to developer to develop the remaining land which occupied by 90 tenants., But he is not developing the property for the last 25 years and he is harassing the tenants by putting legal cases against tenants for various reasons. He has offered the tenants ownership flat of 225sq. Feet (Carpet) in common passage gallery even though Maharashtra Government is offering 270sq. Feet (carpet) in MHADA to those who stays in Government land.

Now my question is can the owner revoke the Power of Attorney given to builder.
