Legal Question in Real Estate Law in India

Dear Sir, My Grandmother had a house and land and she wrote a 2 page un-registered will in my father's favour duly signed by two witnesses and died in 1989. My aunt was also one of the witnesses and she also died 6 years back.Based on the will father transferred the municipal property tax , water tax etc in his name in 1992. For the past 22 years all the municipal documents are in his name. Now he wants to sell a portion. Will there be any problem? Any procedures we have to undergo.. Please explain. Madam Anuradha Dixit Has suggested that the property should be transferred in his name. In all Municipal Records the name has been changed. Further what is the procedure to transfer the property in his name- Im from Tamil Nadu
