No. It's not banned but you have to full stamp duty as sale deed,if you are not blood relative of assignee.

The person has made a POA for sale in stamp of 50 rupees and have registered with registrar office , so there is no question of Full stamp payable. The total expenditure for stamp comes around 81 thousand which he has just done in 50 stamp paper

please suggest

It might have been registered before the SC judgement.it is legal and enforceable by law.
