Legal Question in Real Estate Law in India

I have given my flat on rent in ahmedabad city.my question is can chs demand for double maintenance charge on rented flat? As I come to know that as per supreme direction that can ask 10% more on regular maintenance charge.pl advise is it legal? I have paid last 3 yes double charge.can I ask for refund if it is not legal.

No double maintenance charges. But no need to be uniform for all.
