Sir

First of all a "New Tenure" (Navi Sharat) land cannot be transferred, without obtaining the prior permission of the Collector. The Procedure is first the New Tenure land has to be converted in to Old Tenure (Juni Sharat) and for that the pre-requisite are

1) The Agriculturist must be having minimum 15 long years of interrupted possession of the agriculture land

2) The should not have been any "Breach of Condition" of the tenure by the Agriculturist

3) The person purchasing the land must be an Agriculturist

4) A premium @ 40 % of the Valuation of the Land has to be paid to the State Government as conversion rate.
