Legal Question in Real Estate Law in India

respected sir/madam my father & 41 other purchased land from government ,formed a register plot society 40 years back in thana maharastra . while passing the land, government has given many condition like main condition is can not sell the plot land with out collector s permission can build only house, but all these condition are given on the sanction letter but nothing has been mentioned over individual 7/12 pepper .now many of the society members wants to construct building . how to proceed please guide thanking you ganesh p
